I didn't want to hijack a duplicate thread so I started this one. Hopefully if enough people post this same problem something will actually get done.
I can't connect to the internet via IE7 unless in safe mode. So I wanted to reinstall it but I can't download it because I can't get verified in safe mode.

Hello Supreme_Pizza,
The reason you can not Validate online is because of the error code 0x80070426 (see line 3 &4 of your Diagnostic Report) This error code means that the Software Licensing Service is not running. Since the Validation process interacts with the Software Licensing Service to Validate Windows, I see why you are unable to Validate. Please follow the below steps to re-start the Software Licensing Service.
What I do not understand is why you need to Validate to download IE7. Microsoft removed the Validation requirments for downloading and installing IE7.
Lastly, I'm not a Internet Explorer expert, but since Vista comes with IE7, there is no download for IE7 for Vista and I am unsure if downloading IE7 for XP would install correctly in Vista. If your having an issue with IE7, I would suggest contacting Vista support at support.microsoft.com.
Note: the steps must be done in Normal mode (not safe mode)
If you have acces to the Start button:
1) Click the Start button
2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
If you do not have access to the Start button:
1) Click the option Access computer with reduced functionality
2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc
