Error code 0x800700B7 with System Restore and Backup problems

My OS is Vista Ultimate. Recently when I try to create a Restore point or do a Backup I get error message 'Could not create the sheduled task for the following reason: Cannot create a file when that file already exists. (0x800700B7).
