My HD recently crashed and I need to reinstall WindowsLive OneCare. How do I do this without using up another one of the 3 licenses that it came with? It seems to me that this should be considered the original install.

In both cases, you are not using up licenses for a reinstall. In the case of OneCare, you should be able to proceed with no issues at all. If you have other PCs on the subscription, you can make one of them a Hub in your Circle and then remove the "orphan" from the list of PCs, but this is optional. It only becomes an issue if you have reinstalled many times without removing the old PCs from the Circle. A reinstall on the same PC is typically seen as exactly that - a reinstall - with no reduction in your licensed number available.
