what is wpcups.exe?

I just installed the WDK into Windows 7 64 bit and found a desktop icon for wpcups.exe. I can't seem to find out anything about it using Google, Bing or MSDN search.
What is it and what does it do? When I try to run it, I get the "not a valid Win32 application" pop-up.
I have tried double click, "run as administrator" and command line execution: same result. Note: it is installed in C:\windows\SysWOW64\WindowsPowerShell\V1.0.
Any help and guidance will be appreciated.

This is a CMD line utility to test and send ip over usb connectivity. Its included with the the WDK. It will connect to IPoverUSB.exe and will use RPC to talk to a Windows phone. It will drop a log file in your my documents folder that you may see also btw.Wednesday, October 26, 2016 11:17 PM
