Hi
My Outlook 2003 stopped operating properly today, refusing to start unles in SAFE mode. One window said I needed to update to fix the problem. I went to update and the validation process claimed I was not valid, yet the diagnostic below says I am genuine.
The disc was purchased at Tech Soup for my non-profit, the paperwork says it is authorized.
What do I do now to return Outlook to full functionality?

We are sorry to hear about the problem your currently experiencing. I can see right away what the issue is and why you are not passing validation. Unfortunately, the Product Key used to install Office XP Professional is a Volume License Key (VLK) that has been blocked per the request of the legal VLK holder. As a rule, VLK editions of Operating Systems and Office should not be sold to individual consumers. Businesses, schools and governments normally use VLK editions for flexibility in installing many computers. Also, Volume Licenses for MS Office are Upgrade Licenses ONLY and cannot be used as an original or base license for a new computer. Please ask your systems administrator to logon to the eOpen site (https://eopen.microsoft.com/EN/default.asp) and confirm what your company’s assigned VLK. Sometimes how customers find themselves in this situation is that when their IT department was creating their VL image to be deployed to their desktops, they sometimes inadvertently use an incorrect product key because it was handy.Look on the box or in the materials that came with your computer to see if you have a Certificate of Authenticity (COA) for Microsoft Office programs. The following websites will help determine the validity of your operating system as well as identify various COA’s.
To find out if your Microsoft products are genuine, compare the anti-piracy features on your media and packaging to the features described in the link below. (These features may vary by product edition and by purchase method.)
Please tell us about the Certificate of Authenticity (COA) for your copy of Microsoft Office.
1. What edition/version of Office do you have? To find your edition/version click Start, Word Options, Resources, About,there you should find the title of your edition.
2. Does it read "OEM Software" or "OEM Product" in black lettering?
3. Or, does it have the computer manufacturer's name in black lettering?
4. Please provide the customer scenario you are experiencing.
5. DO NOT post the Product Key.

If this comes as a total surprise to you, please visit the retailer where you purchased the Microsoft Office software and let them know the Office software is a counterfeit copy. Please print a copy of the diagnostic report so you may show them proof for the VLK status. Request they immediately reimburse you and/or provide a Genuine Copy.

Office 2003 was installed with a blocked VLK, and if this PC is your organization's, you need to contact your Volume Licensing Coordinator.
