Help with microsoft keyboard layout creator

I'm not sure if this is the right place to ask this... I couldn't find a list of forums, and I searched for "microsoft keyboard layout creator" but got no hits.
My problem is that I have downloaded the microsoft keyboard layout creator (version 1.4) but, although it says it's compatible with my operating system (Windows XP - I have the 'Home edition') the application does not display the keyboard layout. When run, the application window is blank.
I'm off to download and try the 1.3 version in the hope that that will work where the later version does not.

Yes, purely by accident.
MSKLC didn't work with .NET Framework v2.0, nor with v3.0 - not having any need for those, I uninstalled them.
Later, I installed the game Medieval II Total War, and noticed that that installed .NET Framework v1.1; so I wondered whether the MSKLC would work with that.
It did!
