I've figured out how to load content in Android, but I can't figure out how to open packaged files in iOS or Windows Universal Apps.
What forum can help me with this?

You could be right, and probably are. I am not a C++ programmer. There is some info here but it does not tell us what forums to use.

Can you ask them over here?
