kdbsync.exe error - file missing

On startup I am told that the kdbsync.exe is missing. when I check the location (C:\Program Files(X86)\AMD AVT\bin\), there is no file there by that name. How do I get that file to put it in that directory?

That appears to be a component of your AMD device(s) You may need to reinstall the tools. I'd ask them here.
