Install on Windows 2008 Server: The system administrator has set policies to prevent this installation.

  when i try to install the latest LiveFrameworkClient.msi on Windows Server 2008 x64 i get a dialog with the following:
  
  "The system administrator has set policies to preven this installation."
  
  I've poked around but can't seem to find any fix.
  
  Any suggestions?
