I can't actually see anything wrong with your report - apart from the obvious error messages.
This usually means that the Licensing Store is corrupted, somehow.

    Recreate the Licensing Store
        1) Click Start button.
        2) Type: CMD.exe into the 'Search programs and files' field
        3) Right-Click on CMD.exe and select Run as Administrator
        4) Type: net stop sppsvc   (It may ask you if you are sure, select yes)
Note: the Software Protection service may not be running, this is ok.
        5) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
        6) Type: rename tokens.dat tokens.bar
        7) Type: cd %windir%\system32
        8) Type: net start sppsvc
        9) Type: slui.exe
        10) After a couple of seconds Windows Activation dialog will appear. You may be asked to re-activate and/or re-enter your product key or Activation may occur automatically.

Reboot and  Post back with a new MGADiag report

  • Not resolved; I can only access the computer system I am trying to troubleshoot every other weekend.

When I try to recreate the Licensing Store in cmd.exe (running as admin) by typing "rename tokens.dat tokens.bar" the prompt says "A duplicate file name exists, or the file cannot be found."

Also, I'm having issues with the re-activation. A pop-up window with the code 0x80070241 appears.

I've tried to install the Hotfix KB947821, but get an error message 0x80073afc. "The resource loader failed to find MUI file."

Have you actually tried the routine that I posted?- if so what actually happened at the time??

  • Yes, I tried the routine that you posted to the letter. When I get to the step "rename tokens.dat tokens.bar", the Command Prompt says "A duplicate file name exists, or the file cannot be found."

I then proceeded with the subsequent steps in the routine. After typing in "net start sppsvc", I get the following lines:
"The Software Protection Service is starting."
"The Software Protection Service was started successfully."

I then typed in "slui.exe" and saw the Windows Activation window pop up and the desktop background go dark. I typed in my Product Key (on a Windows label at the bottom of my laptop, and verified to be genuine by a Mr. Vincent Wang of Microsoft Windows Support), and clicked on the Next button. The Activation Windows screen appears, and the green bar makes it about 70% of the way through before a pop-up window appears with the heading: Invalid product key.

The message in the window says: The following failure occurred while trying to use the product key:
    Code: 0x80070241
Description: Windows cannot verify the digital signature for this file. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source.

I've run the routine again this morning and attached the screenshot below. Please advise on next steps.

The problem here is that someone has run the routine previously – so the tokens.bar file already exists.
run the routing again, this time use the command
    6) Type: rename tokens.dat tokens.bar2

  • I get a pop-up window that says "Windows must be restored. An unauthorized change was made to Windows. You must reinstall or restore Windows system files to activate."

Is there any way for me to re-activate Windows without losing all of my hard-drive contents? Also, the computer has only a back-up partition to restore Windows, not a separate disc.

The errors  still present seems unchanged from the first one. – and I’d normally advise the same procedure that you’ve just gone through.

Since this appears not to have worked, there’s obviously no point in repeating it – the normal routine now would be to either direct you to WGA Support for 1-1 assistance, or to try a repair install.
Unfortunately, unless you have a Retail copy of Win7 HP available, the repair install is not available to you, the second option then becomes a full reinstall using the manufacturer’s Recovery disks or partition.
