NO IT CANNOT BE SOLD IN THIS WAY.

You have a Fujitsu computer with a v2.0 SLIC table - which means that it shipped with Vista installed.
The installed Key is a COA_SLP type - which means that the machine should have shipped with Windows 7 installed.
For which version and edition of Windows is the machine actually licensed, according to the COA sticker on the case??

Hi Noel. Thanks for your reply.
The Fujitsu computer was shipped with Vista installed. That was 3 years ago. The Vista sticker ist still on the case.
Now I bought the Win7 Pro OA key sticker, installed Win7Pro on the Fujitsu PC, activated Win7 Pro OA (successfull) and went through microsofts online genuine test (successfull). As I want to buy many more of the Win7 Pro OA stickers from the same shop I wanted to make sure, these licenses are "clean" and propper.
Thanks a lot for your support. R.

where did you purchase this? they are certainly not clean and proper. these coa's are to be shipped only on a new computer.
here is the info I got from Dell:
Branded OEM COA's are not legitimate if sold by themselves. Dell, HP, etc. are not allowed to sell OEM licenses without a computer, nor is any one else. Branded OEM COA's are to be distributed ONLY with new PC's assembled/sold by that particular OEM.
If you see branded OEM media being sold with the COA, that isn't ok in any situation.

It is not usually possible legally to purchase this type of license except as part of the computer (although Germany does have some strange laws in this respect, I believe this still applies there)
It's almost certainly counterfeit.
Legal Windows 7 System Builder licenses show in the report as OEM_COA_NLSP rather than OEM_COA_SLP
You should check the situation with your local Activation Center - from the list here...

I'll check your link provided.
One question: Can I ever run Win7 on my Fujitsu workstation with SLIC 2.0 BIOS that binds to the originaly OEM Vista? Do I need to flash the BIOS?

You can reinstall Vista using the Key from the COA sticker with no problem.
You can also reinstall using the manufacturer's Recovery media (which doesn't require the Key from the stiicker)

/george: After some reading I found that in Germany selling and installing OEM versions on different PC's is perfectly legal. I'm not allowed to post url's here but if you google "Urteil vom 06.07.2000" you can find the law-statement from 2000.
So from this point of view I dont worry using a OEM license on a different computer.
What I worry more is as Noel stated that MGADiag says "Windows License Type: COA SLP" with SLIC version 2.0 and still activated perfectly. Is the workflow like: check SLP with SLIC and if it fails (e.g. different OS version) try to activate online and if successfull -> everything is fine...
Do you think that altough I was able to activate at first I might be surprised in a few month by becoming un-genuine?
I apreciate your support, thanks.

The transferral of licenses in Germany pre-supposes that the licenses are valid in the first place - so far as I know that still makes the sale of licenses such as yours illegal, and the resulting installs counterfeit.
(But note: I am not a lawyer!)
I'm intrigued where you got this from - care to post a link? (use hxxp, rather than http in the link)
I suspect that it's a distinct possibility that the Key may be invalidated later on - but I have no evidence on which to base that.

The license must certainly be valid in the first place. But if it is it can be sold as wished be the owner. It might not be used multiple times of course..
