Permission level to de-activate a solution?

I need to de-activate a project site template (a.k.a. "solution"), but having full acces being a member of "Web Administrators Group (Microsoft Project Server)" group is not enough. What is the permission level needed for such operation?

You need to be a Site Collection Administrator as well.
