I purchased my laptop from Dell in early 2007 with Vista Basic and Word 2003 in installed. Now, about 1 week ago I get a warning that Office is not validated and in 13 days it will be marked as such.

What happens to your Office software once the clock runs out should be covered in this MS KB http://support.microsoft.com/kb/949810, but I don't think they have gotten around to updating it yet to reflect the deployment of the new editon of the Notifications Utility.
Most likely you'll see more nagging about being nongenuine. I don't know if you will lose any functionality in the program itself. Your documents will never be altered, deleted, or changed in any way by OGA.
The latest release of the OGA utility in late August 2009 was redesigned to be much more capable of detecting pirated installations of Office.
As I read the bottom part of the following page http://www.microsoft.com/genuine/office/OGAKitInformation.aspx?displaylang=en, if you have a nongenuine Office installation identified by the OGA Notifications Utility, and you want to participate in the discounted Office Genuine Offer, you can select one of these three editons of Office as your OGA Kit: Home and Student, Small Business, or Professional.

Why did it take MS over 6 years to to tell me I had an invalid copy of Office software?
If I have Office Pro Edition 2003 currently installed must I purchase Office Pro 2007 if I only need Home Office 2007?

My understanding is no functionality will be lost. You will just receive Non-Genuine Notifications.

No, you can choose to install any Genuine Office Product that you wish, or none at all. That's completly up to you.
As to why it took 6 years for Microsoft to tell you it's Non-Genuine:
The owner of the VLK key must inform Microsoft that the key has been compromised or Microsoft has to detect that the key is widely leaked on the internet, for a key to be blocked. It may be that the company just recently informed us of the leak and/or the key was leaked but not widely enough to attract Microsoft's attention.
In addition, Office 2003 does not have any ingrained anti-piracy system, you must either go to http://microsoft.com/genuine and click the 'Validate Office' button, go to the Office Download site and attempt to download Office Genuine Advatage protected content or install the Office Notifier, for you to be informed that an Office is non-genuine.
