I installed IE8 and menu bar and command bar are blacked out and can't read titles like "file and edit'etc

  I installed IE8 and my menu bar and the one below is blacked out and can't read the titles. They work if you click where it is supposed be and the pull down appears.If I click on say  internet options and that box appears then the titles show up as light gray.Close the options box and the titles disappear. How do I fix?
  I tried reinstalling IE8 but problem still there. I have XPsr3
