Security Toolbar 7.1 problem

  I searched the perivous posts but couldn't find the answer. As i am infected with Trojan through the Security Toolbar 7.1, i looked for some guides and found 1 that told to remove certain files from "Add/Remove Programs"..
   It said that i have to remove programs such as IE toolbar and so on. However, there's 1 program - IEBrowse Tool - which i can't remove. All the other files are removed (and each one of them needed restart). This file however, will ask if i want to restart and when i click yes, is says "Unable to uninstall program, restart in progress"...How the hell can i remove the program then?
