Microsoft Fix it Center

  I have Windows Vista Home Basic 32 bit on my computer.  I am able to download the Microsoft Fix it Center software but cannot install it.  When I hit install, a pop up window comes up saying (although this page is encrypted, the information you have entered is to be sent over an unencrypted connection and could be read by a third party).  Then it asks if you wish to continue or cancel.  Each time I hit continue, the same window pops up.  It won't let me continue to install the program?
