I am not familiar with how Outlook works with these .pst files. But there are some issues have been reported about syncing Outlook files, so I hope the my information can give you some ideas.
There are 2 things may make problems:
1. SyncToy will have problems if any of the Outlook files are used by other applications (e.g. Outlook). So to sync these files successfully, we should close all the applications that could use them, especially Outlook, before syncing.
2. SyncToy may have not enough permission to access the Outlook files and folders. So please make sure SyncToy have enough permission on both of the sync folders in question, and run as Administrator if possible.
And besides please also notice that commonly used file syncing tools, such as SyncToy, do not support merging files. So please make sure you will not need to merge any .pst files.
