Some time forum style is box type like now it is and some time it is empty area stryle

Yes the Visual Studio forums have yet another syle of branding. This one can't be changed by editing the URL as in the others. As far as who, I believe its a forums administration task. There's another method to reading / posting if an NNTP newsreader appeals to you.
