    Please try to make a complete shutdown: 
    shutdown your computer with [Shift] + Shutdown

    # a Japanese user (Win.10, Excel 2013) could run Excel successfully after doing this.

    Have you done [Shift] + Shutdown?
    In my memory, [Shift] + Shutdown is a complete shutdown, and is different from normal shutdown.

    Please try [Shift] + Shutdown, and repair your Office.
