Hi Grei2,
in CRM 4.0 you have to export the ISV.config via the web interface.
Settings-Customization-Export Customizations
Click on "ISV Config"
Click on "Export Selected Customizations"
Download the zip file, unzip the zip-file to a xml-file, change the xml-file.
Import the xml-file (or zip the xml-file) via Settings-Customization-Import Customizations.
Best regards,
Jürgen
