Administrator and non admin privileges in windows 8.1 and windows 10

Question
-
We have a question related to UAC settings.
For same UAC settings on two different O/S we are observing different results. Because of this our product is behaving differently.
Below are the details,
We have created a simple console application to write data to registry in all 3 branches (HKLM, HKUsers, Current User) and ran tool in non-admin mode with UAC ON and below are the behaviors.
HKLM Write access
HKUser Write access
Current User Write access
Machine 1(Windows 10)
No
Yes
Yes
Machine 1(Windows 10)
No
No
Yes
We are wondering why we are getting different behaviors though O/S is same.
We are even seeing differences between windows 10 and Windows 8.1 OS.
I would like to know what am missing here.

Hi,
Which is Windows 8.1? The first/above row, or second?
