Robert,
Wow, that's a bit of a confusing post. Here is what I think you mean.
You have a column Layout with the columns listed above (TY, PY, Variance, Variance%).
You also have 10 rows in the Row Format with a Total row below them.
In the Total Row and the Variance% column you are seeing the addition of the % values from the rows above (meaning the row formula is working) instead of the total Variance amount divided by the PY amount. There is a setting in the Report Definition
that will affect this. By default it should be set so your results come out correctly but it may have been changed in testing.
Go into the Report in question, click the Settings Tab. On the left you will see a section called Calculation Priority. You want the option that says Perform Row Calculations then Column. Save then run the report again.
