Windows 7 computer will not shut down or restart

  Starting this morning, for no apparent reason (I haven't changed anything in my system) my laptop now refuses to restart or shut dow unless I press the button. It is still not a complete shutdown, however, as the light is still flashing and I am not asked to log on when I turn the machine on again. Please help.
