Microsoft Office XP Small Business - 101 Not Activated - WGA data included

Hello.
This PC is a Dell with oem loaded Office 2002 SBE and on Win XP Pro SP3. I'm logged in as admin and have tried uninstalling office, rebooting, then reinstalling with no success. I've also tried erasing the data.dat file. However, after deleting data.dat, rebooting and opening an office program, it still says it's already activated. What might I try next?

Please clarify with any details as to the non-activated status. Do you get a message while opening any office applications?

The MGA Diag Results indicate that Office XP Small Business is Not Activated but that the Office Outlook 2003
is genuine and a product key is required for full validation.
For validation issues, please try to run the diagnostic tool at:
http://www.microsoft.com/Genuine/diag/RunDiags.aspx?displayLang=en
and Click on Validate Office.

Thank you for your speedy response. I have tried that diagnostic tool and everything passed.
Any Office application I open says it is already activated. That is why I tried both uninstalling Office and reinstalling as well as deleting the data.dat.
What might I try next?
