Firewall exceptions

  I want to block internet access to ALL programs except one (It's because I'll use a VPN connection) The others, I'll use my home network. I know it's possible to block all public access and all home network traffic. But what I really want, is to disable all public access internet on ALL programs except one (google chrome, because I live outside US and I wanna hear pandora :P )

  So my ideia was: create a new rule, block internet access all programs (public which is VPN), and then add an exception, but I can't do that! I created another rule and that is overwriten by block ALL programs...

  Can somebody answer me please? I'm kinda desperate :/
