Virtual PC 2007 for Windows 98 Emulation

I've been a Microsoft user for years and I have a range of installation disks from DOS 5.0 to Windows XP. I currently run a Windows 7 OS on a Dell computer and I'd like to use Virtual PC 2007 to create a Windows 98 environment. Unfortunately, my Windows 95 and Windows 98 installation CDs are all upgrade versions.

I need to find a forum that can answer how I can set up the virtualization.
