    My 32-bit vista laptop is backed up to my WHS.

    I am upgrading th laptop to 32-bit 7.

    Can I restore files from the vista backup to the 7 installation?

    Yes, you can restore individual files from any backup to any client (no matter which client the backup is from).  (It's only the Bare-Metal Restore that is client (meaning hardware) specific.)  Please see the help menu in the Console for details on how to restore individual files.
