Hello all,
I have a bit of information to add to the discussion.
When you install the WAT Update (KB971033), before it checks if there are any Activation hacks installed, it first checks a number of windows system files that are needed for WATs to be able to check for installed hacks and that also allow Windows the ability to Validate.
The check that WAT does involves comparing the Hash (think fingerprint) of the file to a listing for that file in the System Catalog. Since if a file is modified in any way, it's Hash will change, if the comparison doesn't match, WAT knows that one or more of the windows system files have been modified (this is known as a Tamper).
At that point, WAT will attempt to repair the files. If the repair operation is unsuccessful, WAT will not proceed with any further checks because the nessacary files are assumed to be compromised and can not be trusted to return correct data. WAT will then mark Windows as Non-Genuine. However, this Non-Genuine state is different then normal Non-Genuine behavior. In this case, the only thing that will happen is that a Non-Genuine Windows will appear every so often. NOTE: the user will not see the normal Non-Genuine black background (if a black background is seen then the issue is either not a Tamper or is a Tamper plus some other non-genuine issue)
In midas.wang's Diagnostic Report we see the line "HrOffline: 0x8004FE21" means that the WAT Update has found System Files that have ben modified in some way. (A Tamper has been found)
One importent thing to understand is that when WAT check these system files, it also checks the MUI versions of these system files, as well.
Now I am not very experienced with MUI files or with this Vistalizator program, but if that Vistalizator is modifing (or possibly even just adding) MUI files, then it is most likely the cause of this Non-Genuine issue.
The problem is that even if you remove the Vistalizator, WAT still sees the Modified or Added MUI files. If it's possible, I recommend using the Vistalizator to remove any MUI files that have been added by the Vistalizator and if the Vistalizator modified any MUI files, see if there is any function in the program to restore the MUI files back to normal.
Once you have done this, go to http://microsoft.com/genuine and click the Validate Windows button. This will force WAT to re-run. If you were successful in getting Vistalizator to restore Windows to it's proper, unmodified MUI files, WAT should no longer detect Modified Files and should set your Windows back to Genuine.
If you were unsuccessful in getting Windows's MUI file back to normal, there really isn't any way for me to help since I don't know what Vistalizator has done. At that point, the only thing I can recommend is to reinstall.

Your Windows 7 is Genuine and I do not see anything in the Diagnostic Report that could cause a Windows Non-Genuine message.
However, I do see you have a Trial version of Office installed. When a Trial version of Office ends, it will start showing a Non-Genuine message when you open up an Office programn.
Where are you seeing the Non-Genuine messaging? Is it when you open a Office program (Word, Excel so on)?

Hi Darin,
I guess that the problem could be caused by Vistalizator.exe because I saw some other thread are discussing similar problem. I just used the program to switch language to English and now I switched the language back to traditional Chinese but the non-genuine dialog also appears randomly. So, is there any solution to solve this problem?

I am researching your Diagnostic with my Devs. I should be able to provide more information later, but for now, if you think the Vistalizator.exe could be to blame, you may want to try uninstalling it to see if the Non-genuine error goes away.

The Vistalizator.exe is a stand-alone program so it can be deleted directly to uninstalling. And there is a file "windows6.1-kb972813-x86-en-us_22ee3397a02372681b375ddabf6ffa33662fd500.exe" may be called language pack is necessary for switching windows language to English. Probably the language pack contains some thing causes Windows became non-genuine.

Since Vistalizator is a program that allows installing language packs (MUI) even on Windows versions which don't support that (only Ultimate offers this support, normally), it's well possible that it tricks the language pack into thinking your version is Ultimate. A side effect of this trick could be that WGA/WAT now also are thinking it's Ultimate (occasionally) and can't combine that with your Home Premium key.

Remove vistalizator.
remove the wat update KB971033
Run sfc /scannow
reboot
go to www.microsoft.com/genuine and run validation for windows and office. (this will reinstall the update via activeX)

The language pack is removed by Vistalizator.exe but I still got HrOffline: 0x8004FE21. I think the tampering is from windows6.1-kb972813-x86-en-us_22ee3397a02372681b375ddabf6ffa33662fd500.exe and it is un-recoverable :(Thursday, March 18, 2010 1:19 AM

I still get that same 0x8004fe21 message. I haven`t done anything for it since I am thinking it`s not actually so harmful. I am thinking some how that there must be some second/last warning before my system will fall down forever. Someone said that it`s not actual genuine problem since my screen is not black...What are you thinking midas.wang ?Do you feel it`s necessary to format disk and re install whole ____ ?I have customized my windows with so many programs and made user accounts and everything so I am not at all willing to re install.-Looking forward to update from Vistalizator-Thursday, March 18, 2010 3:56 AM

With as much time and frustration as you have invested in this, maybe you are right. I doubt that the update itself caused the problem but the combination of it and Vistalizator may have caused too much damage to easily fix.

I just had a similar problem.
Left the compy off for a while, the battery died on it.
Finally today plugged it back in, and it took FOREVER to boot up.
Then gave me the "not verified" notice in the corner. This is a HP upgraded from Vista.
Ran the support tool, and then the screen went black and I had to type in my code again.
Now my screen is black and files are all askew, but i can move that. I rarely let mine go online though. I dont use wireless for work and am on a specific IP for work with it. Maybe that has something to do with it...
I havent installed anything on the computer in the last month, and all of a sudden, like a timer goes off, and it dies... I dunno... Sounds like another Fishy Microsoft issue to me...

This program comes from the languae packs you installed by using Vistalizor. so basiclly you don't need to re-install windows 7. I had the same problem. but it was worked out simply. Just change the language pack (express) into the original one (internal). Maybe vistalizor users have to wait until froggie provides the solution.

Hi,
I have the same problem. My Windows 7 was activated already and it runs okay but suddenly pops a notice that it is not genuine. what will I do to solve this.
