Volume Licenses are only availible for mostly corporate use and are not for sale as a retail item. Your log indicates that you have a blocked VLK on your computer.

Can you verify that your COA matches your Product Key?

Information about locating COA stickers is here:

    http://www.microsoft.com/resources/howtotell/en/coa.mspx

    Thanks,

    Greg

  • Your WGA Diagnostic Data log indicates the presence of a pirated and illegal Volume License Product Key for a Volume License version of Windows XP Professional.

Since Dell does not sell computers with Volume Licensing (Dell only sells OEM licensing), the person you should "yell at" is the person who managed to install the illegal Volume Licensed version of Windows XP Professional on your Dell computer.
