  The first suggestion is not all applicable as it is directed at Windows Vista.

  I also posted this question on the forum you suggested.  This appears to be a long shot.

  I am amazed that this issue has not been addressed by Microsoft or that Microsoft has not announced end-of-life support for Windows Mobile Device Center.  Sync Center on WIN 10 is not a substitute for Mobile Device Center.
