Windows Live OneCare firewall won't turn on

OneCare firewall is off. I am not able to turn it on. When I attempt I get the hourglass and OneCare is not responding. I tried the Repair issue related to problems turning on the OneCare firewal via the Get help with OneCare, but after clicking the Fix It button, it returned fix failed. I went on line and ran the firewall clean up tool. When my PC rebooted, the firewall is still turned off and won't turn on. Every attempt to turn it on causes OneCare to not respond. I've had OneCare on my PC for two years.

If you have already used this tool - http://social.microsoft.com/Forums/en-US/onecarefirewall/thread/e67b1989-afd5-47e5-a393-3a551c7c7e60 and still cannot turn on the One Care firewall I suggest contacting support.
