Firewall Keeps Disabling On Its Own, OneCare & Defender

My firewall continually disables itself in Live OneCare and Windown Deffender without notification. OneCare is still showing the green shield and defender never alerts unless I manually check it. Disables Defender and Onecare withing an hour after I fix it.
Have ran Defender scan, OneCare complete virus scan, and the online malicious scan. Also ran OneCare online utility scan but they all found nothing. All up to date.
Two days ago my OneCare virus scan did locate a virus (Downloader) which it removed. And hasnt located again on either my main or Backup drive. But a virus did infect it two weeks ago causing my system to crash, and requiring a clean install. My Laptop is only 46 days old.
Any suggestions as to what I should do to fix this or an idea of what my next step should be? I dontt want to go through another loss.
Im running Vista Premium with sp1
New Dell Lap Top
Inspiron 1525
Have Cable Modem and Wireless router configured by LiveOneCare.

One Care includes spyware protection so it disables Defender upon installation. Well I tried to install and run the repair but it will not allow me to run or install it. It tells me that I need administrator rights to run and doesnt give me the run admin. rights box. I am the administrator and only user on this account. I have no guest account enabled either. But it keeps showing the red shield for both my computers on the OneCare system. Have tried the repair but nothing seems to be either installing or correcting. Am I infected?
Your help is appreciated.

Download the repair tool to your desktop, right click it and select "Run as Administrator". If you are unable to run the tool or if the repair tool does not resolve the issue please contact support.
