How do I get a billing account to renew my Windows Live Onecare?

You have a Billing account by virtue of the fact that you activated OneCare with a LiveID. There may not be payment information, though, if you used a retail key to activate, so to renew you would need to provide payment information.
Open OneCare, click Help/About to see the Subscription ID. Sign in with this ID at http://billing.microsoft.com in your browser and update your account information. Click the renew link for your OneCare subscription listed.

Sorry, but I can't find the Subscription ID.

Open OneCare.
Click Help
Click About Windows Live OneCare...
The window that opens should show you version information, a copyright notice, and in the middle a Product ID and a Subscription ID.
