windows 7 ultimate upgrade activation blocked; purchased thru MS website

Windows 7 was not working so I did a clean install. Tried to use the Ultimate upgrade code I purchased thru windows and it says it is blocked. How do I re-install the upgrade?

You have attempted to clean install using an upgrade product key. In Windows 7, upgrade means ... well ... upgrade. You need to restore the previous copy of Windows and then install the upgrade copy.
If you purchased a retail upgrade copy you can do a Custom install and still format the drive if you wish, but a copy of Windows needs to be on the system drive when you start the upgrade process. You can start the old Windows and then insert the dvd and proceed or you can start the computer with the dvd. Either way, look for the Disk Tools just below the two windows offering you Custom and Upgrade.
If you did Anytime Upgrade you need to restore the previous copy of Windows 7 and then repeat the AU. What you cannot do and have a valid license is use an AU product key without the previous copy of Windows present.
