Windows 7 ultimate x64 and msmpeng hogging CPU RRS feed

    Intel Dual-core i3-560 processor

    4 gb memory

    running MSE as my antivirus

    I have had a complete slow down and have to keep waiting for programmes to run, and on checking Resource Monitor msmpeng is using 75-83% of CPU and with the svchost also running at 11-15%, the CPU is running at about 98% most of the time.  It seems to register high CPU usage when I begin using the computer.  Otherwise when not in use the CPU is very low.  I am beginning to think that this might be a conflict problem.  I have tried various things, including turning off Defender only to find it is not turned on, the Action centre confirming that.  I tried opening Defender and setting scan times, even to getting it to not scan the Defender folder which someone had suggested.  I can send a screen shot of the Resource Monitor but can't see any way of attaching it.  Would appreciate some way of resolving this issue.
