The second shot offer is described here:

Basically, you can choose to pay an additional 15% when you book your exam, and this gets you a second shot voucher, or alternatively you can buy an exam pack (two or more exams) and it will include the second shots for free.
Note that the second shot is not transferrable, so the voucher is only valid for the person that purchased the first exam. You cannot use a voucher from someone else.

And I think that it is necessary to consider a variant when you buy 2 exam or more and receive 2 or more free vouchers for each exam. I did so, but vouchers, fortunately, weren't useful.
