  • Hi Doug,

As Noel mentioned, your Diagnostic Report is telling me there is something wrong with the service sppsvc (Software Protection Platform Service). the sppsvc service is launched by running the sppsvc.exe file.  The system error you received, when you followed Noel's instructions, "system error 2 has occurred. the system cannot find the file specified" is pretty specific. There are only two reason (That I know of) for that error.  Either a) the file sppsvc.exe has been moved or deleted or b) the registry entry that tells windows where to find the file sppsvc.exe is messed up in some way.  Either way, Windows can't find the file to be able to run it.

My guess is that the problem is in the registry. The reason I think this is because if the sppsvc.exe file itself had been moved or deleted, I believe the Diagnostic Report would have given us a "File Tamper: sppsvc.exe" instead of just the "Tampered Service: sppsvc"

Either way, the issue is most likely more complicated then we can effectively deal with here in the forums (also troubleshooting registry issues on the forum can be dangerous since someone else could come along, read the Registry Troubleshooting steps meant for you and your specific issue and try it on their own windows, that may not even be having a registry issue, and completely mess up their system).  So here are your options: you can either Reinstall Windows or contact Microsoft Assisted Support (at one of the below URLs) and see if they can resolve the issue without needing to reinstall.

    North America: http://support.microsoft.com/contactus/cu_sc_genadv_master?ws=support&ws=support#tab4

    Outside North America:

    Thank you,

For some reason your computer's Software Protection Service is not running - please try the following...

    Click on the Start button
    In the Search box, type
    SERVICES.MSC
    and hit the Enter key
Accept the UAC prompt, if you get one, and the Services Console will appear.
Look down the list for the Software Protection Service
right-click on it, and select Properties
In the Startup type  section, it should say 'Automatic(delayed start)'  - If not, then set it that way, and click Apply
Select the Start button to attempt to start the service - what happens?
If the service fails to start, what is the EXACT error message?

If it's failed to start, please try the following also (it may provide a more informative error message)....
    1) Click Start button.
        2) Type: CMD.exe into the 'Search programs and files' field
        3) Right-Click on the found file  CMD.exe and select Run as Administrator - accept the UAC prompt if you get one
        4) Type: net start sppsvc   (It may ask you if you are sure, select yes)
    What error do you get?

Reboot - allow a few minutes for the system to settle down, and run a new MGADiag report, and post the result here.

Have you been using a Registry Cleaner of some description?
    If so, which one?
Can you Undo any changes it's made?
Do you have System Restore points for the period just before the problem surfaced? (if so, try one)

If you make any changes, please post back with a new MGADiag report.

    Jackie
The Key is NOT blocked - there is only one OEM_SLP Key that has ever been blocked, and that is the Lenovo  Key.

The problem is probably that there is a registry error somewhere - analogous to the one in the announcement post for Vista (which is why I asked the OP about registry cleaners) "Fix for ‘Software Licensing service Has Stopped’ on some Vista 64bit systems"

I suspect that's because it's an OEM_SLP Key - which self-activates using certificates in the OS, together with the BIOS SLIC table. It can't be activated either by phone or by internet.
Compare the output with one from the Lenovo Blocked key....

The report is not showing it as being blocked - merely that
    0x8004FE21 - Self-heal failed.
    0xc0000022 - access denied
Therefore there is an internal problem, when prevents the proper certification of the BIOS SLIC table.
Since the OP is also reporting that System Restore fails because of an Access Denied/File Not Found error, there's obviously something drastically amiss with the installation.

It'll be interesting later when Darin gets in :)

  • Noel i did check the Diagonistic results in the Diag Tool Output Analysis tool and the result showed the current Product key that was used to Activate the Product is blocked

Here are the results for you

    Activation Blocked  Yes
    Validation Blocked  Yes

I might be wrong, sorry i am new to this.

    Hi Jackie1831,

That is a problem with the KIT (Key Information Tool) that we use.  It will Always show an OEM SLP key as Blocked.  The reason is that an OEM SLP keys works in conjunction with a proper OEM Bios Flag to allow the Windows to self-activate. An OEM SLP key can not be used to Activate through Microsoft (either over the internet or by phone) so it is always listed as "Activation Blocked  Yes " (why they also always have them listed as "Validation Blocked  Yes" I don't know, but they always are). I have been trying for years to have them add a Note in the KIT (for when someone searched for an OEM SLP key) that would explain this.

One thing you should always do when you see a"Validation Blocked  Yes" and/or "Activation Blocked  Yes" in the KIT is click the "reason" link right next to it.  In this case I believe the Reason will show as "OEM SLP" or something to that effect (I'm at home right at the moment so I can't check for sure).

NOTE: Keyless Install keys will also always show as "Activation Blocked  Yes" this is because Keyless Install keys are basically just a Trial key and can not be activated.

Noel is correct that, currently, the only OEM SLP key that is actually Blocked is the Windows 7 Lenovo key that leaked to the internet before Windows 7 was released.  Lenovo and Microsoft noticed the leak and Lenovo removed the key from all their PCs before selling any. If you see a Windows using the Lenovo key, it is non-genuine. The Blocked Lenovo product key ends with the digits PMJBM

    Hope that helps,

    Darin MS

    Outside North America:

    Thank you,

  • Thanks, Darin this is some great info that i can share with my team.  The training resouce material is been of least help.

Is there any training guide available on GCS for WGA that can help me better understand the Diagonistic results. If yes, please email the link to me @ jacob-raj@live.com. Would appreciate it greatly

I am interested in learning as much as i can about GA.
