Allow search for exact phrase using quotes.

  I tried searching for something in the "Search Forums Questions" search box and it doesn't allow a syntax for me to search using quotes.  For if I search for the exact phrase "text box" I get answers with just "text" or just "box".  This becomes most evident when my ordering is not by relevance, but by most recent post, it becomes clear that the relevancy of "text box" is higher than just the individual words, but the quotes aren't working as expected to match an exact phrase.

  Also, if I search using Bing, then I lose the ability to organize my results by most recent post first, so that's not an acceptable workaround.

  And yes, I've found this thread which has been ignored for 1/20th of a century now.
