At start-up I'm given the option to "go online" to resolve a problem or "close". When I run the WGA I get: "This copy of Windows did not pass genuine validation." The MGAD file says:

AS for the TTS error -- I did a system restore yesterday to 10/03/2007. This whole problem started about 21/2 weeks ago. Vista came pre-installed on my HP laptop and worked for about 6-8 weeks.Friday, October 26, 2007 3:38 PM

What's happening is called a Tamper State. There is a program that is incompatible with Vista and when that program does something that Vista doesn't allow, Vista goes into a Non-Genuine state. In your situation, there is a twist. The Validation code 0x80070426 (seen on line 3 and 4 in the diagnostic Report) means that the Software Licensing Service is also not running. Most likly, the program that is causing the tamper state is also causing the Software Licensing Service to not run.First, go to support document that outlines programs that are Known to cause this type of issue http://support.microsoft.com/kb/931699/en-us. If you have any of the programs listed in the document, installed, then uninstall them and then follow the steps (at the bottom of this post) on how to re-start the Software Licensing Service.
In your Diagnostic report above, you can see the line that starts with 'TTS Error:' followed by a bunch of letters and numbers:M:20071026110132910-
If you break down the numbers, you will get a time stamp:
(year) (month) (day) (time in 24format) (millisecond)
M:2007 10 26 1101 32910
In your case you have 2 tampers, but since it's at the same time, for both, I would assume it's only one program causing both tampers.
Now that we know the time of the tamper, you can now try to connect that time with a program.
we do that by:
1) Click the 'Start' button
2) Right Click 'Computer'
3) Select 'Manage'
4) Continue thru the "Windows needs your permission to continue" window (if any)
5) Click the arrow next to 'Reliability and Performance'
6) Click the arrow next to 'Monitoring Tools'
7) Click on 'Reliability Monitor'
8) Click on the graph above the date 9/18/2007
9) Below the graph, look at the report titled "Software (Un)Installs for 10/26/2007"
10) Look for any program that shows "Application Install" in the 'Activity' column.
11) Since the process that detects Tampers runs randomly, it can take up to 3 days for the process to detect the tamper and set Vista to a Tamper State. Because of this, please repeat steps 8) thru 10) for the dates 10/25, 10/24 and 10/23
This will tell you what programs were installed on the Tamper date and should help you narrow down the possible programs that could be causing the issue . Unfortunately, if you installed the program (say) on 09/01/2007, but you didn't run (and, hence, prompted the tamper state) till 10/26/2007, this process may not be helpful.
Once we have identified the program and uninstalled it, you will then need to re-start the Software Licensing Service by the following steps:
If you have acces to the Start button:
1) Click the Start button
2) Type: cmd.exe in the Start Search field
3) Hit the Enter key
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
If you do not have access to the Start button:
1) Click the option Access computer with reduced functionality
2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc

No it doesn't resolve the issue.
The tamper state supposedly happened today -- I've installed nothing today except automatic updates that came through from Microsoft since I restored my system to a 10/04 restore point. I have not installed any of the programs listed as known problems.
I cannot restart the licensing service -- I get the following error message:
System error 54273
No message text for message #0xd401 in message file for BASE

Can you recall what Updates you installed?
Also, you say you have not installed anything today, but since the process that detects Tampers runs randomly, it can take up to 3 days for the process to detect the tamper and set Vista to a Tamper State. Because of this, can you tell me if you installed anything, besides updates, in the last 3 days?

Update on your issue:
We have decoded the portion of the Diagnostic Report listed under "Spsys.log Content:" and it tells me that the first incedent of the Tamper actually occured on 10/07/2007. So I suggest going thru the steps that I provided above using that date as the Tamper Time Stamp instead.
My Engineers reiterated the desire to contact you directly. We noticed in the "Spsys.log Content:" that there is a file that is unsigned and we wanted to analyze it to see if it might be the cause of the issue. Once that is known, we may be able to figure out why that file is unsigned.

Thanks for your help. I've sent in the support request. My confirmation # is 1048165197.
I will try going through the tamper steps that you outlined now. But I'm a little confused about it -- if the tamper occured on 10/07, but I did a system restore from a point on 10/03 wouldn't that have uninstalled whatever was installed on 10/07? Am I not understanding the system restore feature correctly?
The updates were just Windows updates that came through automatically as I shut-down the computer.
