Please retry Activation by Phone. but this time either select the option to talk to a Live Actibvation Rep or if there is no option, do not enter or say anything to the automatic phome prompt. This will force the prompt to transfer you to a Live Rep.
The Live activation Rep will either be able to assist you in activating the XP or explain what the problem is.
