windows phone upgrade from 8 to 8.1 RRS feed

     my question is, why is it that my phone does not have that option of downloading windows 8.1? Even after I downloaded Preview for Developers still when I go to settings>>>Phone Update>>>Check for Updates, I don't see the option. the message I get is "Your phone is Upto date"

    Please advice!
