We're using Dynamics 365. Overnight, there was an abrupt change. No user can assign any record to another user. This isn't a matter of security roles. Even the admins can't assign records to other admins. There are no workflows or plugins in place that
would affect record assignment. I already alerted my MS partner. But I figured it would help in case other people can't assign records either if they can find this on a google search.
