How do I compose blog?

I am curious as to how to go about composing a blog post at https://social.msdn.microsoft.com/Profile/Peter%2bEgan%2bJr.

I've searched everywhere I can find and I can't find anywhere that will allow me to write/compose my own.

You can, however, publish Wiki articles in the TechNet Wiki. See this Wiki:
