What this forum needs is a "Start Here" area.
BTW, where do I start?
I have an idea for a cool app that I want to make with these cool GUI dev tools. I don't know where to start to get the knowledge to do what I want.

I believe you're looking for the "Where is the Forum For..." forum.
That being said, if you're wanting to do WPF, check out the Windows Presentation Foundation forums, otherwise, if it's a WinForms app, check out the Windows Forms General forum.
If the GUI dev tool you're referring to isn't a Microsoft product, however, you probably won't get much action here.

I am very interested in Expression Blend... or is it Expression Studio. And I want to use WPF in my app.
"WinForms App"? Isn't this just basically a C# app using Forms kind of like a replacement for MFC? If so, that is not what I am looking for. I am looking to add the pazazz that I have seen.
What is a good place to start with WPF? Can you recommend a good book?

I think this "Microsoft Forums"-page is more like a "Start Here"-page: http://www.microsoft.com/communities/forums/default.mspx than "Where is the Forum For"-page, because I think people are not supposed to every time ask where is what but rather just navigate there when possible.
Though MSDN forums start page would be the long list of categories in "Forums Home"-page: http://social.msdn.microsoft.com/Forums/en-US/categories
