off topic - Safety Scanner - After following recommended clean up NOTHING starts anymore

  I was prompted to perform the system clean up.  I am sure it was a left over program from norton which I uninstalled prior to installing onecare (as directed). 
  
  Now when I turn on, the system tray stays empty
  I cant load msconfig or any other system software without crashing windows explorer
  The network icon stays disconnected, however I am connected to the internet
  
  I have tried a system restore and it did not work (system restore and msconfig work in safe mode)
  
  I would appreciate the simple solution to my troubles!!
