Access to UNC path to same machine without network connection - differ in machines

Hi,
I am not sure, if I have posted this question to the right forum.
I found out that I can access the shared directory pointing to the same machine using UNC path even though, there is no network connection. This behaviour is different another machine, where I cannot access the shared directory to the same machine using UNC path without network connection.
What is it that making different machines behaving differently in terms of accessing shared directory that points to the same machine when there is not network connection?
