The header and footer of the forum pages is now black. How do I change it to ANYTHING else?

You could change from MSDN branding to TechNet as in this
http://social.technet.microsoft.com/Forums/en-US/home
instead of
http://social.msdn.microsoft.com/Forums/en-US/home

This should probably go to Forums Issues instead.
I've not seen any visual issues with the forums today. I've been getting plenty of server errors, but I'm guessing this has to do with the bridge release and whatever else is going on in the background.
This was posted hours ago, so perhaps this issue has already resolved itself.

Just remember, some forums are MSDN only so you might have to deal with it for certain things.
EDIT: Nope, looks like MSDN has subbrandings too. Here's a few fun examples:
White (Expression) - http://social.msdn.microsoft.com/Forums/expression/en-us/home
Grey (Windows) - http://social.msdn.microsoft.com/Forums/windows/en-us/home
Purple (Visual Studio) - http://social.msdn.microsoft.com/Forums/vstudio/en-us/home
