Where to tell about Win7 x86 vs. Win7 x64 install experience?

I'm unsure of where to post this, sorry in advance if it belongs somewhere else.
I purchased new Toshiba Satellite L305 with AMD Ultra 64. I formatted the h/d and installed the Win 7 RC...loved it!
I decided to install the Win7 Ultimate x64. I formatted the h/d drive again as before.
The install failed each time with a system halt, error c00021a instruction 000000.
The same laptop accepted Win 7 x86 just fine.
Toshiba policy says bring it into the dealer for warranty service. I don't think so.
Where is a good place to let MS know and I can find a fix for this install issue.
