Start Menu And Desktop Icons Are Gone

The start menu and desktop icons are gone. When I right click on the desktop nothing happens. I have to do things with the task manager only! How do I get them back?

And its shows "You May Be A Victim Of Software Counterfeiting" & ask for genuine microsoft software..

Please advise how can i solve this issue..
