Event handler : i am not able to Register my Event hanlder

  i Created a Event hanlder in VS 2008 .i sucessfull Debug the same code in different Environment it workfine and Registration was sucessful in PWA site .it work fine
  but when Registering the Event hanlder on production .i m not able to Register it.
  i do not understand where i am going wrong.
  Because i am not able to register it to my PWA site  i cannot eevnt debug ...
  
  also my code for system event log is not working....
